Abstract

This article examines Canada’s long-run economic performance and prospects through the lens of the OECD Growth Project framework. The author argues that Canada has performed remarkably well since the mid-1990s, reversing a 15-year economic decline from the late 1970s, and that by OECD pro-growth policy standards Canada is doing most things right. A scorecard gives Canada three stars for sound macro policies, human capital, and trade exposure; two stars for productive investment; and one star for innovation. However, the author cautions that the productivity gap with the United States remains large and growing, and that demographic pressures make raising productivity growth an increasing social and political necessity.
