Lessons for Canada from the U.S. Growth Resurgence

Abstract

This article reviews the evidence on the U.S. growth resurgence of 1995–2000 and draws lessons for Canada. Using a growth accounting framework, it confirms that IT investment — particularly in computer hardware, software, and telecommunications equipment — was the predominant source of the U.S. labour productivity revival. The authors project U.S. trend output growth at 2.78 per cent and labour productivity growth at 1.78 per cent for the following decade, below the 1995–2000 pace due to slower projected hours growth. For Canada, they find similar but attenuated trends and argue that the U.S. experience does not imply Canadian firms have underinvested in IT.
