Abstract

This article identifies and discusses ten of the most important unresolved puzzles in productivity research — seven general puzzles and three Canada-specific. International puzzles include: the causes of the post-1973 productivity slowdown; explanations for the post-2000 U.S. productivity acceleration; why labour productivity levels in several European countries exceed U.S. levels; and the absence of a post-1995 productivity acceleration in Europe. Canada-specific puzzles include: the large difference in non-business sector productivity growth between Canada and the United States; the persistent Canada-U.S. productivity level gap; and Canada’s relatively low machinery and equipment capital intensity.
