This session examines research on the long-run impacts of Quebec’s policy changes on mothers’ labour market outcomes and family dynamics, as well as early evidence on Canada’s recent $10-a-day childcare expansion.

Kevin Milligan

University of British Columbia

Kevin Milligan is a Professor of Economics at the Vancouver School of Economics at the University of British Columbia, and is also affiliated with the CD Howe Institute and the National Bureau of Economic Research. Since 2011, he has served as co-editor of the Canadian Tax Journal. Kevin studied at Queen’s University and the University of Toronto, receiving his PhD in 2001. His thesis was awarded the 2002 National Tax Association dissertation award.

Carleton University

Gaëlle Simard-Duplain is an Assistant Professor of Economics at Carleton University. Her research examines health, labour market, and family outcomes, with a focus on inequality, social mobility, and intergenerational transmission mechanisms. She uses administrative and linked data to evaluate how public policies and family dynamics influence economic well-being and opportunity. Gaëlle holds a B.A. from Concordia University and an M.A. and Ph.D. in Economics from the University of British Columbia.

Alisaleh Shariati

CSLS

Ali Shariati is an Economist at CSLS, where he has led several research projects at CSLS, including work on early childhood educator wages and studies of productivity performance in Canada’s construction and transportation sectors. Before joining CSLS in 2023, Ali was a PhD student and research assistant in the Economics Department at Western University. Since 2021, he has taught economics courses at Western University, King’s University College and Fanshawe College. Ali holds an M.A. in Economics from Western University and a B.Sc. in Mechanical Engineering from Sharif University of Technology in Iran.
